5.1         ESTABLISHMENT MATTERS

 

5.1.1     Receipt of Establishment file after recruitment.

 

5.1.2     Opening of Service Books.

 

5.1.3     Filing of Nominations.

 

5.1.4     Processing of files relating to closure of trial, probation period, extension of tenure of appointment etc.

 

5.1.5     Preparation of confidential reports in respect of those who are due for increments.

 

5.1.6     Issue of letter/memos giving continuing appointments, increments, special treatment etc.

 

5.1.7     Issue of confidential memos, communicating adverse remarks pointed out in the CR.

 

5.1.8     Putting up of promotion/extra increments letters / memos.

 

5.1.9     Processing of stagnation increment cases.

 

5.1.10  Updating the records / entries in the personal file.

 

5.1.11  Forwarding of applications to outside organizations.

 

5.1.12  Issue of certificates such as No Objection Certificates, Service Certificates etc.

 

5.1.13  Processing of cases for special increment to such of those staff who undergo sterlisation operation for promoting small family norms.

 

 

5.2         LEAVE

 

5.2.1     Processing of leave applications i.e. certification of Earned leave/Half Pay leave/vacation & to enter in the leave files / leave books.

 

5.2.2     Correspondence regarding deputation (with sanctioned leave of absence ) and issue of letter, obtaining bonds etc.

 

 

5.2.3     Sending intimation to Accounts Section to withhold /to release the salaries of staff members who are unauthorisedly absent from duty and regularization of their absence on return to duty.

 

5.2.4     Sending memos to staff members who are unauthorisedly absent etc.

 

5.2.5     Processing of files for approval of deputation/ sabbatical/ study leave and issuing letters.

 

5.2.6     Calculation of leave without pay availed other than on Medical ground during entire service for the retiring staff.

 

5.2.7     Maintenance of deputation register of the staff members who go abroad & keeping track of the deputation/leave cases.

 

5.2.8     Preparation of statements of leave availed as and when   required.

 

5.2.9     Dealing with all matters of Pool Officers, Persons on deputation to / from various other organizations.

 

5.2.10  Processing cases for joining time on transfer.

 

5.3         LEAVE TRAVEL CONCESSION

 

5.3.1     Preparing LTC files.

 

5.3.2     Obtaining home town declarations.

 

5.3.3     Processing of Transport Allowances claim and maintenance of its register.

 

5.3.4     Processing LTC files for Advance / Final settlements and putting up the same to the Controlling Officer & other related correspondence.

 

5.3.5     Maintaining LTC forms.

 

 

 

 

 

 

 

5.4         TUITION FEES

 

5.4.1     Processing of claims regarding reimbursement of tuition fees.

 

 

5.5         RESIGNATIONS / TERMINATIONS

 

5.5.1     Processing the resigned cases for acceptance of resignation.

 

5.5.2     Processing the cases of resigned personnel for terminal benefits viz. Payment of Gratuity, unutilized earned leave, PF etc.

 

5.5.3     Issuing the relieving letters.

 

5.5.4     Putting of notes to the Council for payment of Gratuity on a special case to a few scientists, who resigned and joined some other organisations before completing the requisite qualifying period of service in the Institute.

 

 

 

5.6         RETIREMENT ON SUPERANNUATION / VOL. RETIREMENT

 

5.6.1     Preparation of list of staff members due for retirement.

 

5.6.2     Processing of cases of persons due for retirement and giving advance intimation for retirement & extension etc.

 

5.6.3     Processing of cases of the staff members who retire voluntarily and accordingly issuing letters.

 

5.6.4     Processing of cases for final settlement of Provident Fund, Gratuity, Payment of Salary in lieu of unutilized earned leave etc. in respect of persons retiring from the Institute or the persons who die while in service.

 

 

5.7         PENSION & FAMILY PENSION

 

5.7.1     The Institute has introduced Pension Scheme to the employees of the Institute w.e.f. June 29, 1981.

 

5.7.2     Receive the option for Pension Scheme / Contributory Provident Fund Scheme and to maintain a Register and Option forms.

 

5.7.3     Preparation of Pension Forms as prescribed under Pension rules.

 

5.7.4     Issue of Pension forms to the retiring staff.

 

5.7.5     Issue of Family Pension forms to the family of the staff member who dies while in service or after retirement.

 

5.7.6     To open pension files.

 

5.7.7     Calculation of Pension, Family Pension, Commutation of Pension, Residuary Pension etc. and issuing Pension / Family Pension Payment orders and commutation orders to the Accounts Section for payment and to the retiring staff.

 

5.7.8     Maintenance of the Retirement Register.

 

5.7.9     TA on retirement to employees to settle down in a station of his choice.

 

5.7.10  Counting of past service rendered by the employees in outside organisations etc.

 

5.7.11  Processing of the pension cases who are compulsorily Retired/Invalid Pension. Sending the staff member to appear for the Medical test before the BARC Medical Board.

 

 

 

 

 

5.8         RESEARCH SCHOLORS / VISITING FELLOWS

 

5.8.1     Maintaining proper record of Research Scholars,Visiting  Fellows, Project Assistants, Graduate Trainees, JRF, SRF etc.

 

5.8.2     Processing yearly confidential reports.

 

5.8.3     Preparing yearly extension/no extension letters.

 

 

5.8.4     Processing notes on deputation and issuing deputation letters.

 

5.8.5     Preparing residential, passport, service certificates as and when requested.

 

5.8.6     Processing updated monthly list of students and circulating it to the concerned department to notify any changes in list.

 

5.8.7     Processing of Resignation/issue of formal relieving order. Obtaining No Dues Certificate and forwarding the case to Accounts Section for settlement.

 

5.8.8     Writing official letters to Research Scholars / Visiting Fellows in case of recovery.

 

 

5.9         CHSS

 

5.9.1     Processing of application forms for initial admission to CHSS received from new entrants.

 

5.9.2     Processing of application forms for addition of names of beneficiaries (wife, children and parents).

 

5.9.3     Processing of declaration forms for revalidation of CHSS cards in respect of parents and children over 18 years.

 

5.9.4     Receipt of applications for deletion of names of beneficiaries. Deletion of names from the Institutes record.

 

5.9.5     Processing of applications for fresh CHSS cards in lieu of CHSS cards lost/misplaced/mutilated received from employees.

 

5.9.6     Processing medical claims for reimbursement.

 

5.9.7     Receiving application forms from retired officials for registering their names under our medical scheme.

 

5.9.8     To intimate all staff members about their Annual Medical Check-up and to issue letters to concerned members and Medical Section by putting the date.

 

 

 

 

 

 

5.10      GENERAL

 

5.10.1  Correspondence regarding furnishing information about Institutes rules and regulations and statistical information to outside organisations.

 

5.10.2  Processing the cases of personnel transferred from BARC or other Organisations to the Institute or Vice Versa on foreign service and also on permanent transfer etc.

 

5.10.3  Maintenance of personnel chart.

 

5.10.4  Maintenance of address list of all staff members.

 

5.10.5  Writing and maintaining of Service Books of the staff members.

 

5.10.6  Up-keeping & maintaining of old files records indexwise.

 

5.10.7  Feeding of data regarding leave, promotions, transfers, increments, tenure of appointments, resignations/ retirement, New appointments, withholding & releasing salary.

 

5.10.8  Processing of Research Scholars, extension, Issue of letters / Issue of letters regarding enhancement of honorarium, Visiting Fellowship & follow up actions including resignation and settlement, Maintenance of temporary Identity cards.

 

5.10.9  Preparation of statement of Research Scholars / Visiting fellows regarding their presence/attendance and its follow-up actions viz. withholding of honorarium/release of honorarium etc.

 

5.10.10               Processing cases for change of Name, Date of Birth and its consequent alteration.

 

5.10.11               Forwarding of applications for other employment.
